Google Play accepts URL apps that you have rights to and that offer a genuine app experience. Rejections usually cite Minimum Functionality (the app is just a website, broken or barely usable), Webview and affiliate spam (wrapping sites you don't own, or driving affiliate traffic), or Impersonation / intellectual property (using another brand). Own the site, make it work properly in the app and add app-only value.
The three policies that catch URL apps
1. Spam and minimum functionality
Apps must provide a stable, engaging experience. A reviewer who opens your app and finds a desktop layout, a broken menu, a cookie wall and a “download our app” banner will reject it. So will one that crashes on the offline screen.
2. Webview spam
Play specifically disallows apps whose main purpose is to show content from a website the developer doesn't own or administer, without permission, and apps built to drive affiliate traffic. Keep proof of ownership handy (it's your domain, your email, your business name in the listing).
3. Impersonation and IP
Don't use another company's name, logo or look in your app or listing. Making “an app for Amazon” or “YouTube Lite” from their URLs is a quick suspension.
Checklist that passes review
- The site is fully responsive; no horizontal scrolling, tap targets are finger-sized.
- App-only clutter is hidden: no “get our app” banners, no browser install prompts — use the app mode snippet.
- Back button navigates and finally exits; no dead ends.
- Branded offline screen instead of an error.
- External links open their own apps (link scope).
- At least one thing a website can't do well: push notifications, deep links, camera upload, a native share button.
- Login works for the reviewer: give test credentials in Play Console's App access section.
- Privacy policy URL and an accurate Data Safety form (your site's analytics and any push SDK collect data).
Account and technical requirements
- AAB format for new apps, with a target API level no older than Google's yearly deadline (it rises every August — a current converter handles this).
- New personal developer accounts must run a closed test with a minimum number of testers for 14 days before applying for production.
- Identity verification of the developer account.
If you're rejected
Read the policy named in the email, fix the specific issue, and reply or resubmit with a short note on what changed. Repeated rejections for the same issue can lead to account warnings, so don't resubmit unchanged.
FAQ
Does Google Play allow WebView apps?
Yes, if you own the content and the app provides a good, functional experience. Many major apps are largely web content.
Can I publish an app of someone else's website?
Only with their explicit permission, and even then the listing must not imply you are them. Otherwise it breaks the webview spam and impersonation policies.
How long does Play review take for a URL app?
Often a few hours to a few days; first submissions and new accounts can take longer.
